How to engage stakeholders and keep them engaged during different phases of implementation - mapping urban stakeholders and their roles/tasks: who should be involved? Which coordination tasks can be expected and how to deal with them - using the SCGP for filling the gaps

- Plan, Do: Proposed content for the urban plan: which elements should be included? What are the prospective smart city solutions the city wants to implement in future and gap analysis current urban plans. While implementing plans, adopt solutions, how can we prevent barriers, and achieve technical, spatial and temporal coordination
